Smarty Fun products sold in the United States are tested by an independent, CPSC-accepted laboratory. This page explains what was tested, who tested it, and gives you the certificates to download.
What is certified
Building Pack 1 (SKU SF-CPB-PACK1) is certified to the federal requirements below and carries a declared age grade of 3 years and up. Testing was carried out on production samples between 5 and 15 October 2026.
- CPSIA Section 101(a) / 15 U.S.C. 1278a — Total Lead
- CPSIA Section 108 / 16 CFR 1307 — Phthalates Content
- ASTM F963-23 — Physical & Mechanical testing, Flammability, Soluble Heavy Metals
- CPSIA Section 103 — Tracking Labels
Test results
Every test returned a pass. The results that matter most to parents:
- Lead: none detected. The federal limit is 100 ppm.
- Phthalates: none detected across all eight restricted phthalates. The limit is 1,000 ppm each.
- Soluble heavy metals: below the detection threshold for all eight — lead, arsenic, barium, cadmium, chromium, mercury, antimony and selenium.
- Flammability: the cardboard did not ignite.
- Physical and mechanical: passed impact, torque, tension and abuse testing, along with accessible edges and points.
Who did the testing
Testing was performed by STC USA LLC of Fairfield, New Jersey — a third-party laboratory accepted by the U.S. Consumer Product Safety Commission, CPSC lab ID 1361. The report is signed by their Technical Director and dated 15 October 2026.

Our coloring books are printed paper books. The CPSIA and ASTM F963 testing described on this page covers Building Pack 1; it does not extend to the books, and we would rather say so plainly than let a certificate imply more than it covers.
